have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages. It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

In line with this PayPal has opened new ways to assist you, all you have to do is to login to your PayPal account and access the Message Center page. You will then see the urgent message about the corono virus and the hyperlink that says "send us message". Please click the hyperlink for you to communicate with our chat support teammates.
