Can you please clarify the user agreement to change the refund policy? It states: In line with industry practice and according to out updated policy, we will not charge a fee to process refunds, BUT the fees from the original transaction will NOT be returned.
This policy will not apply to duplicate transactions, voids and most disputed transactions. (PLEASE EXPLAIN THIS SENTENCE)

It means Paypal is **bleep** you. Even though you refund a customer's money and keep none of it, Paypal keeps their fee......so you are out of pocket for the discount fee. It's shameless, predatory, and wrong.

This has got to be the jerkiest thing that PayPal has ever done (unless you include their years as part of eBay as they did some pretty jerky things with sellers).
And their response "if you don't like it you are free to close your account" is one of the biggest FUs that a company can say to its customer.
