Can paypal accept 2 accounts with the same valid id?

Hello, I'm new to the use of Paypal. I am planning to make an another completely new 2nd account with the same valid id that i plan to set from my first account. Does paypal allow it?

You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited. 

Also any information added like email address or cards etc can't be used on 2 accounts.
