CANNT get a response from PayPal

I posted a  question here, tow hich (fair enough) there were no replies, because I cannot get PayPal to answer my emails.

How can I actually get my problem resolved? How can I get their attention? Are we supposed to go on social media, Twitter, et al, and do it there?

Unfortunately thats how it works, your funds are converted to the currency of the country.
