It doesn't cost anything, its free as long as you do NOT pay using the friends / family option.
HOWEVER buyer protection is NOT a 100% coverall and if the item arrived misdescribed and you won a dispute then the onus would be on you to pay to return the item back to the seller trackable and at your own expense before you get a refund, that can be costly for large international items.
You need to read up on buyer protection and then risk assess your transactions.
