Hi all,
I've read the T&C's and am still a bit confused. As titled, i am wondering if i am covered by PayPal Buyer Protection, if i purchase a car product i saw on a car forum with a value of $310 through good and services transaction?

Yes you should be protected for a car 'product' as long as a motor is not involved.
