Are refunds covered in money requests?

I'm making a purchase online, from a potentially risky seller that i've never dealt with before. They requested the money from me, but I am unsure if they requested it as a business or to be sent as friends and family..

If the seller is indeed a scammer, and takes my money without sending any products, is there a guarantee that I can get my money back, should they not send the goods?

That depends on many factors all listed in Paypals buyer protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > buyer protection.

Goods/Services Payments.

1. Invoice or Money Request.
2. Send money > Goods/Services.
3. Paypal.me link (if its a personal account then there should be the option to tick a box to make it a goods/services payment before you submit payment).

Friends/Family Payments.

1. Send money > friends / family (or trusted person).
2. Paypal.me link from a personal account where you don't select the option to make it a goods/services payment.
