Another provider has already secured a PPP loan for your business/organization

Hi guys -

I have a quick question - we have submitted a PPP application to SBA through PayPal, and have just received the following email note:

=== Begin Quote===

Thank you for applying for the Paycheck Protection Program Loan through PayPal.
We submitted your completed application to the SBA and have received a response from the SBA indicating another provider has already secured a PPP loan for your business/organization. Each business entity can only receive one PPP loan. Therefore, we will not be able to continue the processing of your loan application.
If you do not have an approved Paycheck Protection Program Loan through another provider, please click here to provide your feedback so that we can follow-up as appropriate.
=== End Quote===

Since we have only ever submitted one PPP application - through PayPal - we are a bit confused and concerned. Does anyone else have an idea what is going on and what we can do? Do we need to be concerned about identity fraud?

We would be grateful for any response. Thank you!

*UPDATE*

I just got off the phone with the SBA (I had no wait time, odd). Since they do not process the applications, they are unable to provide any additional info and suggested I contact the lender I applied with... SMH... I have a feeling this is not going to end well. I am hoping this is a glitch in the Paypal system.

I also received this message and only applied through Paypal.  It's weird that its comforting to see other people in the scenario but it still sucks we're all in this together.

I have tried to contact paypal support with this issue - I'll update this topic if I hear anything.  A 1 question survey didn't calm my nerves about the status of this loan.

I too received this email from PayPal Sunday night. Tried calling the SBA, also got through with no wait... Also received no useful information from them, despite the person on the phone being friendly and attentive. They said:

 - there was no one at the SBA who I could speak with directly because the PPP processors work directly only with lenders, not with applicants.

 - they could not confirm anything about my application, its status, nor whether their records do show another PPP loan was given to someone in our name.

 - only the lender (PayPal) could contact them to find out about this other loan that was given to my organization.

 - I asked why PayPal should care to act on my behalf in tracking down a different, supposed loan, from another lender to me, rather than simply ignore the situation, and if that happened, what I might do about it. They said only that PayPal would have to be the contact point.

Nothing about this looks good. Hoping the worst case (some sort of identity theft/fraud) isn't what happened here, I must assume this will push out resolution beyond the time funding for the PPP program will run out again. Which will leave us with either nothing, or with loans to pay back which we never received.

I received the same message; however, in my case I had also applied with SunTrust before. That process has been in "under review" status since applying with them on the first day that PPP applications opened. I'm confused as to how my application with SunTrust, which shows no signs of ever being approved, could now block me from getting this done with PayPal.

Same here!  I did try to apply with local bank but he is positive it was never submitted.  Tried emailing SBA and can't figure out how else to contact anyone.  Going to try through square today just to have another application somewhere in case this is a glitch.

Same here. I called PayPal (received varying responses). PayPal rep insisted there’s nothing to be done since a loan was secured, even though I explained my loan application was through PayPal only. I called Sba too, and I was referred to the lender (PayPal). I contacted my local Sba, and forwarded PayPal’s email. I’ve been told the local Sba office is investigating the issue. I am pretty disappointed with the way this is being handled by PayPal. There has been no response nor follow up from the PayPal team.

I have applied nowhere else accept on PayPal, but like many of you also received this message. This money was supposed to be equally distributed to all small business owners. Although, by doing the math, I'm sure we all can deduce that this is not possible. I am sure we can say that a lot of people won't get funding. However, this time our applications are being wrongfully and falsely denied. As per SBA's agreement with the business owners of the United States, we were wronged in this case. In the case none us of receive funding, we should make a cooperative effort and file a dispute together.

I received an update from my local Sba office. Application was approved on may 1st on behalf of web bank. I gave PayPal the loan number and application number as provided by Sba. PayPal’s response to this issue is disappointing. PayPal/web bank botched applications and rather than reaching out to affected parties, the company is silent!!!!

I too received this message.  I initially applied with Chase but that application was never submitted to the SBA, which Chase confirmed.

I have reported this issue to the FBI for fear of fraud.

I hope PayPal will rectify this issue ASAP & act in the right way.

I followed up with my local SBA office, as others on this thread suggested, and they were very helpful and confirmed that I just had one application in, through WebBank the PayPal lender, and that it was active and funds had not been dispersed. The issue seems to be with with PayPal- has anyone had any luck with them? I have tried their customer support line many times but haven’t been able to get through. Thanks.
