2 questions Regarding tax and personal information

Alrighty so I'm kind of new navigating around paypal and how it works so I got 2 questions. The first one is regarding sending money to people. As an example lets say I send $30 to a friend. Well they only receive $28 and something cents because of the tax. Is there a way I can change that so the tax gets paid by my account and NOT through the money I'm sending to a friend? Then here is the second question, When sending the money to said friend... They told me that they could see my address when they received the money. Is there a way I can change that in the settings?

Its down to how the payment was SENT to an account.

1. If sent using money > goods / services option then paypal would see the recipient as a seller and apply the new seller hold. They would also charge a fee.

2. If sent using the send money > family / friends option then the recipient would have the payment instantly (as long as it wasn't an echeque pending with a clearance date) with no fee if funded from a bank account or balance (a fee if you use a card). (However that option is not available in every country).
