Trying to activate Access Card in UK

 I'm trying to activate my Access Card via 

https://www.paypal.com/uk/webapps/mpp/accesscard

Which takes me to a site hosted by prepaytec.com, which looks awful, then I click on some of the options on the left and all I get is 403 page
