How to check if Mass Payout is allowed to an account through API

I have a system which uses MassPayout and Paypal Payout now, so i would like to recommend the customer who uses Masspay to move to paypal payout and get records of the customer who have successfully configured the Mass Pay. 

 

So i would like to get a API where i can check the method allowed.
