Previously confirmed addresses now showing as unconfirmed

Hello all,

 

There have been quite a few topics on this issue recently so hopefully I can clear up any questions you may have on it.

 

Over the last week or two we have noticed an issue on customers accounts in which their previously confirmed address is now showing as unconfirmed. This is an issue we are aware of and have our engineers working to fix as soon as possible. As you can imagine, the PayPal system is very complex so we do not have a timeframe for this.

 

In the mean time I am sure some of you are worried about Seller Protection and how this issue impacts your coverage. In the past there was a need for a Seller to ship to a confirmed address in the Transaction Details to be covered under our Seller Protection Policy. This is now no longer needed. Shipping to a confirmed address is no longer a requirement under our Seller Protection Policy, you can post to buyer addresses in any of the 190 countries where PayPal is accepted and be covered.

Why do all international buyers addresses show up as unconfirmed?

So it's almost been a month since your post Wayne, any idea when this glitch will be fixed? Of course it doesn't affect you as much, but those of us who make frequent purchases online are being penalized for having "unconfirmed" listed on our transactions. I just realized it today, but when I look back to my past purchases, I noticed that my address has been erroneously 'unconfirmed' since the beginning of May (and we are almost in August!!!). Thank God no seller has used that against me as yet - would really hate to have my ebay record tarnished because a seller refuses to ship something to me because of this Smiley Sad, otherwise, I wll have to make some disclaimer to all sellers from now one letting them know that you guys are having an issue with this...

I went in to check my profile address to make sure. My address was actually listed twice..one as confirmed and the other as not confirmed. I deleted the nonconfirmed one.  Maybe this was my issue. 

 

Also do you know why shipping addresses aren't showing up on paypal e-mail receipts.

I also checked my address and it's only in there once.  It states "We've confirmed delivery to this address and it's a valid delivery address.

 

Yet it still shows my address in the detail transaction page as unconfirmed.

I just noticed today that my address now shows as 'unconfirmed'.  I caledl and spoke to an agent who told me I had to add another credit card to my account, one that is not associated with Pay Pal.  He says that even though my PayPal Plus statement is mailed to this address, I needed to show a different credit card whose statement is mailed to my address.  I added the card, even though this explanation sounded absurd to me, my profile says "home confirmed' but when I later made an eBay purchase and checked the PayPal shipping details, it still says "unconfirmed".   I checked my purchase history as far back as 3 years and all the purchases previously marked as 'confirmed' now show as 'unconfirmed. Pay Pal should get on the ball and get this 'glitch' fixed.

As of 1015pm on 8-11-10, this is what I see in the seller protection area:

 

11.3 Eligibility Requirements.

To be eligible for Seller protection, you must meet all of the basic requirements listed below; plus, you must meet the Item Not Received requirements listed below to be covered for Item Not Received protection and you must meet the Unauthorized Transactions requirements listed below to be covered for Unauthorized Transaction protection.

  1. Basic Requirements:
    • You must ship the item to the shipping address on the Transaction Details Page.
    • You must respond to PayPal’s requests for documentation and other information in a timely manner.
    • The item must be a physical, tangible good that can be shipped.
    • Your primary residence, as listed in your PayPal Account, must be in the United States.
  2. Item Not Received Additional Requirements:
    • The payment must be marked “eligible” or “partially eligible” for Seller protection on the Transaction Details Page.

    • You must have a Proof of Delivery as described below.

    • You must ship the item within 7 days of receipt of payment. Or, if the payment is for pre-ordered or made-to-order goods, shipment is required within the timeframe specified in your item listing.

  3. Unauthorized Transactions Additional Requirements:

    • The payment must be marked “eligible” for Seller protection on the Transaction Details Page.
    • You must have a Proof of Shipment or a Proof of Delivery.

 

Which tells me that "partially eligible" will not protect me against unauthorized transactions - which tells me that shipping to an unconfirmed address DOES STILL LEAVE ME THE SELLER UNPROTECTED.

Am I not reading this correctly?

According to the moderator that started this thread, I would be protected..

 

SO WHICH IS IT? GIVE ME SOMETHING OFFICIAL PLEASE.

I know that in the past PayPal required a confirmed address for a payment to be eligible for seller protections.  This rule no longer applies.

 

 Over time, PayPal has been able to expand the protection we can offer to our sellers.  With the current process, the seller only needs to review the "Eligible" or "Partially Eligible" section in the transaction details. 

 

As PayPal_Wayne described, a payment that has an unconfirmed address can still qualify for seller protection as long as the payment is marked as "Eligible" in the transaction details.   

 

I understand the confusion this may have caused with the longstanding requirement for confirmed addresses.  The new process only asks the seller to review the "Eligible" or "Partially Eligible" within the details of the transaction. 

I hope this helps clear up any confusion there may have been.

I've been lurking on this thread for weeks hoping for a helpful reply to exactly rctoyguy's enquiry, and yet I'm afraid my impression is that you've pretty much repeated his question back to him.

 

From my point of view I understand that the notion of confirmed and unconfirmed has been retired, but my confusion remains over 2 remaining key issues... and perhaps rctoyguy and others feel the same...

 

1. What is it precisely that causes a transaction to become a 'Partially Eligible' one instead of an 'Eligible' one?

2. How can a seller actively enforce a desire to not sell to 'Partially Eligible' buyers?

 

It seems bizarre that you are not acknowledging that sellers are rightly concerned about being unprotected over 'Unauthorised Transactions' in the case of 'Partially Eligible' buyers,
