Password Reset Page inoperative

The Password Reset Page will not accept my LEGAL password change. Password specifications are:
*minimum 8 characters - DONE
*do not use name or email address - DONE
*use mixed Upper- and Lower-case
characters, Numbers, and Symbols- DONE
*make password hard to guess - DONE
My new (and for that matter - CURRENT) passwords fulfill all of these requirements but the System will NOT ALLOW me to change, the SAVE button is greyed out, and I get the message "That password is not secure enough. Please try another password."
I also tried a 15-character password with 4 Upper, 4 Lower, 4 numbers, and 3 characters, which also returned "...not secure..."

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
