Need help confirming a new address!

Ok, im in the military, so i move around. Now i am currently wanting trying to buy something, but i cant because my new address isnt confirmed, and i cant find a way to confirm it without applying for a credit card(which i refuse to do) or add a card to the address. Also when i go to the page to let them send me a letter in the mail to confirm it, it says i dont have any buyer reputaion points, which makes no sense due to the fact ive bought plenty of items off eBay and have used paypal for all the transactions. Someone help me out please.

If you have a bank account you can add a debit card or credit card to your PayPal account. This is the fastest method. Other than that the only two ways would be to be approved for PayPal Smart Connect or the PayPal Extras MasterCard® or request a confirmation code by mail. You can request a confirmation code after you have your PayPal account for 90 days. I hope this helps!
