Can two people register with PayPal using same email address?

I am experiencing a situation that has be baffled.  My question:  is it possible for two people in two different countries to sign up with PayPal ...using the exact same email address?  One person has a German name...and the other person has an Hispanic name.  Both have a  hotmail.com email address that is exactly the same.  Here's the situation: I sent an invoice via PayPal to my German customer who has a PP account registered in Germany ...she gave me her email that she registered with. Then I got a PayPal notice that she  "canceled"  the invoice......but when I logged into my PayPal,  the Activity showed that it was cancelled by a different person...someone with an Hispanic name...not by the German customer I named in the invoice that I addressed it to. When I asked my German customer why she cancelled payment...she said that she did not know why PAYPAL (!) cancelled it...and she said that she didn't know who the person with the Hispanic name is.  {HUH?}  Could two people have the same hotmail.com email address ...both of whom have registered with PayPal using the same email?   I am baffled.  How could this happen?

It's not possible for two PayPal accounts to have the exact same email address confirmed on both accounts.  We do see some situations where one person has added a particular email address to their account but they never confirmed it (probably because it's not their email address).  While that email address would be on the account, it wouldn't work to receive payments or invoices (as it's not confirmed).  We also wouldn't sent any account specific information to that email address until after it had been confirmed.

 

In that situation, the email could still be added to a different PayPal account since it was never confirmed on the first one.

 

That might explain the issue but in most cases, these issues are usually caused by a typo in the email address.
