Was it sent as a payment for goods? Whenever you make a payment with an expectation of goods being shipped, make sure that the payment is designated that way. If you send as a personal payment or a payment for a service, the shipping address is not in the transaction details because the terms of the payment do not actually involve the transfer of an item, and the transaction would not be eligible for Purchase Protection.
