Shipping Difference Invoice - STILL NOT RECEIVED - no response from Company

I bought products on Sunday Feb 26th. They replied back to me on Tuesday saying that i selected the wrong shipping and that there is a shiping estimate error of $10. They said they would cancle the order or send me the difference through paypal. I immediatley replied that I still want the shipment and to send the shipping difference invoice to my paypal account.
I then sent another email the following day. Then one on Friday. I called 4 times Thursday and left 2 messages. I also called five times today. Left one message. No response.
I am upset that my order STILL hasn't been shipped and that I have not receive a response. I told them if I do not hear from them in 2 days I will open a dispute through Pay-Pal. If that does not do anything, then I will enter a claim.
Can someone give me some suggestions? some help, and some direction?

I'm sorry to hear that you haven't been able to work it out with this particular merchant. If you've been communicating via email only, you might consider trying to reach out to them via phone. Sometimes a well reasoned and polite phone call can work wonders for resolving a matter where emails alone aren't getting the the job done.
In regards to the rest of your plan, I think you're on the right track. When you file, since you haven't received anything, make certain that you file for Non-Receipt and do so within 45 days of the date you originally sent the payment. If you must escalate it to a claim, make sure that is done within 20 days of filing the dispute, and you'll be good to go.
