90% of  your users are suffering from not being able to use Instant transfer for your "security" reasons. I used it once today and now I cant use it at all. I have a Bank account and Credit card linked to my paypal and have had them linked for a good 6 months. 

Get your **bleep** together Paypal, or risk losing your userbase to Google.

Sorry I can't help you but I sure can sympathize!!! I can't instant transfer or use my credit card(s)!
