Withdraw from Paypal Account to My Visa Card Problem

Dear all 

i'm trying to withdraw my money from paypal to my visa card

they ask to add U.S bank Account But i"m living in UAE,Dubai

how i can withdraw or i have to upgrade to Business Account ! ?

it's just money my friend send me to help me to pay my expenses 

so i don't want to upgrade to business account i think they will take too many fee and i'm really need this amount
