I have a new 1-2 month old vosa classic debit card, I have problems linking the card, it is rejected

Register the card at the card website under same name and billing address as your PayPal account and then try linking it again. Make sure you have $1.95 USD on the card so PayPal can validate it. Once card is confirmed, the charge will be refunded. Please allow up to 30 days for the refund to be posted by card issuer.
