Problem adding bank account.

I've been trying to add my bank account but its saying "bank disabled" or "we cannot complete that action due to security reasons" I contacted my bank and they said everything was okay on their saide so I supuld contact PayPal. I did and a representative said I should confirm my email address so I did but it still didn't work. If anyone can help, please do!
