I cant pay with a debit card

I am currently trying to send money from a debit card to a friend. The debit card has the amount of money I am sending to them on it. But when I try to add it as a payment, it just gives me an error message saying I cant use it.

Is this debit card registered under account holder information that matches your PayPal account?
