How can a paypal buyer leave feedback that they received a service?

We are a business that provides a service, we install epoxy flooring. Currently we do not have a way to accept credit card payments, so we used a pay pal invoice as a customer needed an emergency service. Paypal has a hold on the payment for 21 days, but it says in writing on their help forum that it will be released immediately if the buyer confirms they received the item... well I am not an ebay seller of items, but they buyer did say he would be happy to advise he received the service (completion of install was one week ago, invoices are due 7 days from date of completion). We did not even invoice until the service was complete. WHERE does he do this? He does not even have a pay pal account, the invoice allowed the option to pay by cc or through pay pal account. He paid with a CC. I can't upload a verified tracking / shipping label because we don't ship anything, we fixed a botched epoxy flooring job for the man. He is asking where he can leave the review/ rating stating he received the service?
On a separate rant, I called about this issue, was told the hold time was 30-40 minutes and they could put me on a call back list so I would not have to wait on hold. I opted for this method, and they called back 40 minutes later, and immediately upon confirming that I was me, it put me on hold. Literally 2 hours and 4 minutes later, I was STILL on hold, and have yet to talk to a person. I screen shot it. I even placed another call and put myself on the call list again, while I was on hold. I will not be using this service again. NEVER AGAIN... I just want my payment released so I can pay my crew for services rendered.

On March 22, I purchased 4 items from Macys. From these 4 items, I refunded 3 of them. I had paid through PayPal and this would mean I would receive my refund through paypal. I am supposed to receive 2 refunds: 119.98 and 59.99. However, in my credit card statement, I only received 59.99. So I called Paypal and they said that they sent the money to my bank and to call them to ask where it is. I called my credit card company after and they said that they did not receive the money from paypal and to file a dispute. In this dispute in paypal, I had won and finally received the money back. But PayPal charged me 119.98, stating that they paid me 2 times for the refund. I called them and was treated with hostility and was hung up on when I asked for a supervisor. The customer service helper identified themselves as Riya. Riya told me, "not to hang up" and then hung up on me. They were being rude and told me to stop talking. They also had a nasty attitude. You can check the recording of the call. They told me to call the bank and I had explained I already had but Riya said it doesn't matter because they sent a confirmation email. However, I had explained with detail to them that I had called already and My credit card company did not receive the money and told them the exact date and time of the refunds. They then started to get angry and started to raise their voice. This was when I had asked for a supervisor and they hung up on me. I just wanted a refund but Paypal made me run in circles for 30 days.
