Deleted Bank Account, Can not add it back

Hello,
I accidentally deleted the bank account linked to my paypal account. I have been trying to add it back now for over a week but I keep getting an error message. I have tried calling your Canadian phone number to resolve the issue without success. Can I please just have my old bank account re-linked so I can finally take out the money.

You would need to contact customer services.
Ways to contact customer services........
1. You can click on help / contact and use the message centre option in the blue band at the top of the page (or the very bottom of the page dependent on country).
2. You can click on help / contact and use the phone option in the blue band top of the page (or the very bottom of the page dependent on country).
3. You can send them a personal message via their Facebook page @ www.facebook.com/PayPal
4. You can send them a personal message via their Twitter page @ AskPayPal for Twitter
5. You can use the message centre in your paypal account.

I just encountered this problem last week and I already emailed customer support luckily they gave me instructions on how to re-add my bank account but my biggest problem is that I can't find the link to "Wallet" even if I go to settings on adding bank I can't even find what they're saying a "Select my bank account from the common list or click I have a different bank" the exact instructions goes like this
Here's how to add a bank account to your paypal account:
1. Click Wallet near the top of the page. (no icon for the wallet not even a link)
2. Click Link a bank account ( I have tried clicking everywhere that says link a bank account)
3. Select your bank account from the common list or click I have a different bank. (can't find where this is it just says link a new bank account)
4. Follow the on-screen instructions to add your bank.
can anyone help please? It's very frustrating finding an answer to this problem. I followed the instructions but can't find what they are talking about so how can I follow these steps?
