Sorry what do you mean pay balance, do you mean you can't add funds to your balance or pay a negative balance?

You can't add funds to your balance OR clear a negative balance if you have one so which is it ?

OK if you have a negative balance due to a failed bank transfer or insufficient funds then often either paypal or the bank will block the link between the 2 companies to reduce risk to them of it happening again so your options are.........

Ways to clear a negative balance.
1. Transfer funds from your bank account via "add funds" if you choose the faster method it should be done quickly.
2. Get a mate or family member to send you a payment to your paypal via the friends / family option (as long as they don't fund it with a card there is no fee).
3. Via a card over the phone with paypal.

It's not from insufficient funds. It says it's because "We're sorry, you don't have permission to complete this action.  For more information, contact the person who controls your account permissions." I will, try the friend option as I was on the phone trying to reach them for 2hours until they closed
