unable to send money

whenever I try to send money it always asks me to link a card. I have a card already linked to my account. and if i link another card to my account, it brings me back to the section that asks me to link a card once more

It sounds like the card you are using is not compatible on PayPal. Not all funding sources are acceptable, please add another card to your PayPal account.
