unable to add money to wallet

hi,  ive been unable to add money to my wallet, but paypal keeps trying to take money. each time i try, even with linking a new bank account, it tells me unable to do that right now, or some such. 

ive tried contact methods, but thanks to covid19 it seems no one is in the office to respond, via phone or email. i dont know what to do and its very frustrating. theres no current support tickets open.

Likewise. I just keep getting a stupid popup saying that if I have added money to the account recently, it might take a few days ... and it just keeps looping
