new paypal cash

Hello on hold for 1:15 minutes so far I noticed in May that any ebay shipping transactions are now coming out of my savings account not my Pay pal balance. There is a button to accept your money (my balance) and want me to open the paypal cash to use these funds to pay out of the balance but I see they are charging fees for this. Am I correct this is the new way of making money off us. Thanks
