money still not released after 21 days

Two payments i received have been withheld by Paypal for 21 days now. It should be released today, but nothing has happened so far. 

The payments are for two translation services (so it's digital product and no tracking number available). I've updated the order information of these two payments on the first day I received them, marking them as digital service and finished. 

My client said they have never received any link or email asking them to verify anything. They've also consulted Paypal for this issue, but there's nothing they could do on their side.

I've consulted customer service a number of times, some said it would be released after 7 days, but nothing happened. Some said it will be available 21 days at the latest, but still, nothing happened today. And i tried to message customer support today, but no agent showed up for my question.

It's been really frustrating, hope someone can help me with this problem! Thanks!

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner ie 7 days after the buyer verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
