link card issue

I don't understand how a company like paypal doesn't have an IT department to resolve tech issues. I tried to update my billing address on my card, it wasn't letting me. then i deleted the card, when i tried adding back the SAME card, it keeps giving me an error message that the card number is invalid, almost like the system has blocked my card. tried calling call centre, zero help. what can i do?

Is the address with the card issuer up-to-date as well? It won't let you change it if it is different in any way from what's on file with the card issuer. May need to have PayPal reset the card on your account so it can be added again:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Say "Live Agent" to the automated recording.

I have updated the address with the card issuer, I have even called them and they confirmed to me that i should have no problem with paypal. the issue is with paypal
