change money transaction from items and services to friends and family

I want to send money to a friend by using the friends and family option but I can't because it is not giving me the choice it is automatically set to items and services and I can't change it, my account is personal not a business can someone help?

The friends / family option is not available in every country and i think yours is one of those countries.
