cant transfer money to my bank

I am trying to transfer money from my Paypal balance to one of my banks. I  never had an issue before. At 1st , the website says for me to link a bank (which I already did), I try and link it again and it says "this bank is already linked" . Same issue with another bank. Wont even give me an option to send a check. Please help. I cant even find the option on my app anymore. I called Paypal customer service and they were not helpful at all, the guy just repeated to change my browser (which i did). Nothing is working.

Have you withdrawn funds before?
Are you withdrawing to a bank account or debit card?
What error message are you getting?
Have you verified / confirmed your bank account?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is any debit cards billing address the same as your paypal account address?
Have you tried another browser / cleared your history/cache?
Have you tried withdrawing to the app?
