My account was limited in December 2016. I'm in Kenya and to withdraw the funds, I need to link my Equity Bank Mastercard via the bank's portal. However, the bank staff said previously limited PayPal accounts cannot be linked. What do i do?
You need to contact customer services to resolve any limitation or account issues. Click help / contact bottom left of Paypal pages for options available for your country.
