Have 2 paypal accounts but lost debit card to the account with the money. Can I instantly trAnsfer my money to the account that I have the debit card for?

If you use the friends / family option to send the funds to another account then it should be instant BUT paypal does sometimes do a security review on those types of payments so not guaranteed that it will be instant.
