Transfer to bank account

I am trying to transfer money from my paypal account to my bankaccount, but paypal keeps saying "this is more than you can transfer now, try smaller amount." It is weird and annoying!!! Smaller amounts do not work either!

Are the funds cleared and not pending and in the correct currency?

Yes, bancaccount is verified. What does "funds cleared" exactly mean? And I transfer in euros. It has always worked! And now, when I need this money fast, it does not work😑
