Transfer issues

Hello, I'm having a bit of transferring money from one account to another. It says I can't transfer it at this time. Any help?

yep seems many people i can transfer from account to account but to pay from a website with my account is not working all they all different annoying messages, and you do not see or hear anything from PayPal, because they do not want to let anybody know...
