Transfer funds

Welcome paypal community... I have problem ... please any one help .. I have account on PayPal and I have visa card and activate with PayPal and when I transfer funds from PayPal to it there are problem and tell me try again and I do it more time but the same problem.. I try to solve it by have new card and remove past and when I do it and link with PayPal and take 1.5 euro then I try transfer funds to it ... but the same problem appear again ... can I know how can I solve it?

Thanks for your time ... I create my PayPal account from 2 August... is that mean I wait 30 day from create account and then I use funds .. is that true? Am from Egypt.
