PayPal told me that I would receive the money I transferred from PayPal to my bank account in 2 days but it's going to be a week and I still haven't received the amount...what should I do?

I am stranded in dangerous snow storm. So my friend sends me money and paypal decides to hold it with no end in sight. Still stranded. No gas no food
