Transaction is still pending after 11 days

Hi, I was given 27£ from my friends 11 days ago, and it was said I should have received this money on 9 Nov, but now the transaction is still pending... I wonder whether I will receive the money or not? Why it took so long? How to cancel this transaction so that my friend can get her money back and send it in another way?

Echeques take 5=7 business days.

But the date is an estimate dependent on the banks processing times.

Paypal can't credit it until they have received it themselves.
