Too many issues to continue working with PayPal

I have too many problems:

 

- I can't delete an address, when I do that I receive the message "Sorry, there's a problem. If you keep seeing this, please contact customer service."

 

- Even after change my preferred address, it's still using the older one 

 

- I can't use my balance, PayPal always get money from my bank account, even when I have more than enough into my balance and that's already set as my preference method to payments

 

- I can't contact PayPal support, it's always the same, no matter when I try "I'm sorry, but no Customer Support Agents are available at the moment. Please try again later or browse the PayPal Help Center for answers to frequently asked questions."

 

The worst part is that I can't get in contact with PayPal, unfortunately I'll need to stop use it, it's too much trouble for something that should be easy to work with.
