Still can't link card after unlinking it from other account

I unlinked my Visa card from other pp account like 2 weeks ago and when I try to link it to this pp account it says "This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method."
Anyone had same problem, and how did you resolve it?

Please contact customer service for assistance in resetting the card:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

I'm already trying thru support, but the support is really slow and not really helping much, since they are telling me the only way is to call them when my provider doesn't allow foreign calls....
So wanted to know if any of you guys fixed it...
