As the title says someone sent me money as a payment and its on hold for 21 days but they meant to send it as a gift and have it available immediately. is there any way to get the money sooner? Can they change it from a payment to a gift? If i refund it will it be available for them to send it again immediately? Can paypal change it to a gift if they call in?

If you refund it then as you have 0 cleared funds in your balance paypal may well take the refund from your bank account instead, also the fees you were charged when they sent the funds won't be refunded.

Your best option is...

If you mark the transaction as processed then the sender may have the option on their account to mark the transaction as delivery/satisfied. If the sender confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner. This is not always guaranteed.
If not then sadly its 21 days.
