I am a lawyer. Many of my clients have been paying me by PayPal during Covid. I provided a service and it keeps wanting to hold my money that I have earned saying I’m in a high risk business and that my clients need to click received merchandise but they can’t. I’ve been in business 22 years and had PayPal for over 12 & never had a refund. How do I get properly labeled? Why can’t I ever get a customer service person to respond or talk to me?

I'm a service provider. Never ship. No refunds. Is there a different category I fall under in terms of holds on my payments?
