I have an Italian PayPal account (so local currency is EUR), but I had received a payment in USD from an American account (So actually I have more or less 200$ in my PayPal account). If I want transfer money to a my American friend that has an USA PayPal Account (USD) and I select USD also from my side I will be charge by exchange fee because my account is EUR based (so there will a useless conversion USD->EUR->USD) or not?
