Request Money from Sponsors

Hi, 

How do I resolve this error message- "there's a problem with your account"?

I'm trying to request some money from my sibling for helping her out with her sponsors.

However, PayPal is not allowing me to ask for the request when she does not have a PayPal Account.

Does this mean that it's possible that she has yet to accept the invite to PayPal before it goes into my account?
