Refund but have no funds!

Hi,
i've seen this question all over - but can't find solution. I want to make a refund, but i have no funds in paypal ( obvously ). I have linked bank account (confirmed) and debit card. Still paypal says "You don’t have sufficient balance to complete this refund.". What am i supposed to do? 🙂
Paypal wont take money from my bank, i'm unable to add any funds to it.
Is there any way to manually upgrade to PayPal cash account? (so i can add funds?) I do not see such option etc...

I'm sorry but this is link is utterly useless!
There's NO option to upgrade to PayPal cash account - can no one see this? How do you actually upgrade? ( .... )
I've finally solved it by having someone else transfer money to me ($1) -> Accept Money -> KEEP IN PAYPAL -> this triggers PayPal cash account upgrade...
i can only wonder why I cant just upgrade anytime... anyways, I've solved my own problem.

Which if you had read the link properly you would have seen the same answer that you have now 'solved yourself'.
In the first paragraph it tells you that to add funds you have to have a paypal CASH ACCOUNT then click on the link given, it then it tells you one of the ways to get that is to get someone to SEND you some money first, then you have the option to add funds.
Try READING it really works sometimes....and...your welcome.

Are you kidding me? I have to send money to myself first to be able to upgrade? like ... REALLY? i'm bewildered...
Is this even possible? Should i create separate account just so i can transfer money to myself and upgrade to paypal cash? This is insane...

Where did I say you had to send funds to yourself ?
I said that to get a paypal cash account ONE of the ways is to get someone to send you a small amount of money and when you accept it then paypal set you up with a balance account AS PER THE LINK and only IF you decide to use that option, as you can choose alternative ways.
Then you can add funds to your paypal account with your new paypal cash account whenever you want to.
And as you have already said that you did do that and got someone to send you a small amount to set up your paypal cash account your surprise appears a tad odd !!!

Thats because the person that asked the question lives in the U.S and so the answer given applies to a paypal account holder in the U.S.
You are posting on someone elses thread and are not in the U.S so the answer would not apply to you would it.
