Hello:
I am trying to send a small amount of money to my daughter, who lives in Argentina. But a note appears: "Unfortunately, this person cannot receive personal payments," or something very similar. And without any further explanation. What I can do?

The friends / family option is not available in their country, so you would have to do it as a payment using the goods / services option.
That may mean she will pay a fee AND may have the new seller hold applied to the payment.
Personally when my son was travelling the world and kept running out of money on a way too often basis, I used western union which was instant or moneygram.
Advice is voluntary.
Kudos / Solution appreciated.
