I was wondering if a Walmart money card that is linked to a PayPal account if friends and family would be able to send money to it through paypal

Not directly. You may withdrawal from your PayPal Cash account at Walmart:
https://www.paypal.com/us/webapps/mpp/walmart-debit-card
Then add it to your MoneyCard:
https://www.walmartmoneycard.com/help/adding-money
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
