Problem withdrawing money

Hi I live in saudi arabia I have a money in my PayPal account that i want to transfer to my card i have been trying for more than 10 days whenever i try I got sorry we can't complete this right now i even waited for 72 hours but nothing changed i don't know what should i do I just want my money out PayPal i don't understand why PayPal is holding my money my account is not limited or anything like that it's personal account not business account they're so greedy

Can you withdraw funds to a card in your country?

If not you would need to add and confirm a bank account for withdrawing funds.
