Problem linking German card/bank

It's been months since I'm trying to add my german bank/card account. Every time, after I insert the Iban, the page reloads and I can never succeed getting to the next page. Once I succeeded but I waited "to check the bank" for 2 months. I had to remove it and then add it again. Then the same Iban reloading empty page that gets stuck. Any help/ideas?

You can't add another countries 'card' to a paypal account.

In Europe you can sometimes add the bank account (not debit card) if its a SEPA country.
